Report from CICOPA  (to the General Assembly - 1997)

The activities carried out during the various meetings of CICOPA and
CICOPA-CECOP Commissions, held in Paris, Brussels, Bratislava and
Rome from February to June 1997, included:

-	analysis and coordination of on-going CICOPA development
	programmes;

-	 amendment of the rules of both organisations so as to ensure the
	best institutional relations and services to members and avoid
	duplication of efforts;

-	definition of common and individual tasks, work priorities and
	plans;

-	initiatives to improve information to members (new CICOPA
	publications, eventual newsletter).

-	the co-option of Mr. Jean-Marie Courtois, President of CGSCOP,
	as new member of the Executive committee, the transfer of CICOPA
	Secretariat to ICA-HO, Geneva and working secretariat to Bratislava
	were decided.

-	initiatives to improve information to members (new CICOPA
	publications, eventual newsletter).

-	the co-option of Mr. Jean-Marie Courtois, President of CGSCOP,
	as new member of the Executive committee, the transfer of CICOPA
	Secretariat to ICA-HO, Geneva and working secretariat to Bratislava
	were decided.

Mr. Rybar insisted on the fact that the proposed new Rules, which have to
be discussed and approved by the General Assembly, give members the
opportunity to implement the CICOPA regionalisation, with the creation of
Regional Committees, and the establishment of decentralised "CICOPA
Development". He confirmed that the proposal for the first formal creation
of a Regional Committee of CICOPA-Europe will be examined by the
Assembly of CICOPA-CECOP European members, to be held immediately
after the General Assembly.

Concluding his report, Mr. Rybar thanked the members, the ICA Secretariat
and the development consultants for their efforts in supporting CICOPA
activities and development programmes. Finally he sent the warmest thanks
to his own organisation, the Slovak Union of Producers Co-operatives, for
its financial support in covering the costs of his activities and secretarial
service since his election as Interim President of CICOPA.

The Chairman invited the CICOPA Secretary, Arsenio Invernizzi, to report
on the financial situation of CICOPA. The Secretary referred to the written
information distributed to participants, and confirmed a provisional surplus
of 57,374,00 CHF at 31.07.1997. He noted that an estimated 39,000 CHF
would be carried forward to 1998, an amount greater than originally
budgeted for 1997.

The following action plan was approved by the General Assembly:

-	to organise the next Executive Committee meeting in Paris, October
	1998, to coincide with the Regional Assembly of ICA Europe;

-	to organise the next CICOPA General Assembly in Quebec City in
	August 1999, to coincide with the ICA General Assembly and
	Millennium Congress. The proposal was approved by the General
	Assembly.

-	to convene and organise the fifth CICOPA International Conference
	as follow up of the fourth Conference held in 1994 in Vitoria,
	Basque Region, Spain. The Co-operative Movement of Egypt
	proposed to host the Conference in Cairo at the end of 1998 or
	spring of 1999. The principal topics of the Conference will be
	"Co-operatives and the Fight against Unemployment"  and "the
	Mechanisms for co-operative Financing";

-	the CICOPA Budget for 1998 indicating a revenue of 104,000 CHF
	and expenses of 72,000 CHF including revenue and expenses for
	the CICOPA Conference and a CICOPA publication, was approved;

-	the Resolution proposed by Mr. Danga in the name of UCECOM
	(Romania) on  "Industrial, Artisanal and Service Producers'
	Co-operatives: an Active Factor for Regional and National
	Development" was approved;

-	the Resolution proposed by the CG Scop (France) concerning
	"CICOPA-DEVELOPMENT-FRANCE, was approved.
