JA-ZENCHU action plan for sustainable development

The Central Union of Agricultural Co-operatives in Japan have drafted
a three-year action plan to ensure sustainable development in Japan's
agricultural sector.

Japan's agricultural sector has suffered with liberalized imports for farm
products, a continuing set-aside policy for rice production and shortages
in the core farm work force.

Anticipating the upcoming negotiations under the auspices of the World
Trade Organisation, which will urge member nations to agree to freer
agricultural trade, ZENCHU's proposal stresses the need to strengthen
ties for collaboration with international agricultural organisations,
primarily in Asia, in order to establish new rules dealing with agricultural
trade.

JA-ZENCHU's proposal calls for early enactment of a new basic
agricultural law - now under examination by the government.
