University Co-operatives for Asia and the Pacific

Preamble
-----------
This Committee is a Sub-Committee on University Co-operatives under 
the Article 7 of the Constitution of the ICA Committee on Consumer
Co-operation for Asia and the Pacific. 

Article 1: Name
-------------------
1.1	The name of the Sub-Committee shall be the "ICA Sub-Committee
on University Co-operatives for Asia and the Pacific (so called "University
Co-operative Network" - "UNICONET".  Hereinafter it will be referred to
as the "Sub-Committee". 

Article 2: Area of Operations
----------------------------------
2.1	The area of operations of the Sub-Committee will be the Asia and
the Pacific region, i.e. area covered by the ICA Regional Office for Asia and
the Pacific. 

Article 3: Objectives
------------------------
3.1	The objectives of the Sub-Committee shall be to promote the
development of university co-operatives through pursuing the following
issues under the co-ordination of ICA ROAP;

3.1.1	Encourage students to become members of student/university
co-operatives and to help them to learn participatory democracy.

3.1.2	Strengthen business activities of student/university co-operatives
through member education/promotion, member participation, joint business
activities, etc.;

3.1.3	Improve members' standards of living through better living, better
education/research and better relationship among students; 

3.1.4	Help promote and develop co-operative movement, community
development and better environment; 

3.1.5	Strengthen better co-operation through exchange of visit, knowledge
and know-how and activities among student university co-operatives and
among member organizations.

Article 4: Activities
-----------------------
4.1	The activities of the Sub-Committee shall be as follows:

4.1.1	The Sub-Committee shall have its meeting at least once a year and
shall issue News Letter at least twice a year. 

4.1.2	The Sub-Committee may arrange activities or programmes for
promoting and developing university co-operatives within the region in
collaboration with ICA Consumer Co-operative Development Project and
other institutions. 

4.1.3	The activities of the Sub-Committee shall be reported to the meeting
of the ICA Committee on Consumer Co-operation for Asia and the Pacific. 

Article 5: Membership
--------------------------
5.1	The members of the Sub-Committee shall consist of representatives
from existing university co-operative network organizations in the region as
below:

a)	Apex organization of university co-operatives; 

b)	Secondary organization of university co-operatives where there is 
no such apex organization of university co-operatives;

c)	Local leader who is engaged in the networking activity of university
co-operatives in any country where there is no such (secondary) organization. 

5.2	One representative shall be nominated from one organization/country
in the Sub-Committee. 

5.3	The admission or resignation of the members of the Sub-Committee
shall be discussed and approved in the meeting of the Sub-Committee, and
shall be reported to the ICA Committee on Consumer Co-operation for Asia
and the Pacific. 

Article 6: Office
-------------------
6.1	The Office of the Sub-Committee will be at the ICA Regional Office
for Asia and the Pacific. 

Article 7: Meetings
----------------------
7.1	Meeting of the Sub-Committee shall be held at least once every year. 
The meetings shall be convened by the Secretary, who shall also furnish to
the Sub-Committee a report on the activities. 

7.2	The proceedings of the meetings of the Sub-Committee shall be
conducted in English.  Participants requiring interpretation in any other
language may be accompanied by personal interpreters at their own cost. 

7.3	Each country delegation attending the meeting shall have one vote. 

7.4	Members who have not paid their annual membership subscription
dues towards the Sub-Committee shall not be entitled to vote. 

7.5	Eminent academicians of the university and others may be invited to
the meetings of the Sub-Committee as observers.  The observers shall not
have any voting rights. 

Article 8: Officers
---------------------
8.1	The Sub-Committee shall elect a Chairman and a Vice Chairman. 
The term of office shall be from one ICA Regional Assembly to the next
Regional Assembly.  Retiring office-bearers shall be eligible for re-election. 

8.2	The Secretary of the ICA Committee on Consumer Co-operation for
Asia and the Pacific shall function as the Secretary of the Sub-Committee.  

8.3	The Sub-Committee shall have CO-secretaries to assist the work of
the Secretary.  The CO-secretaries shall be assisting in the meetings, editing
News Letters, collecting information on university co-operatives from
member countries and other sources. 

8.4	In the absence of the Chairman and Vice Chairman at the meeting,
the Sub-Committee shall elect a Chair from among the members present for
conducting the proceedings of the meeting. 

Article 9: Finances
----------------------
9.1	The resources of funds to meet the expenditure on the meetings and
activities of the Sub-Committee shall be derived from:

a)	the annual project fund of the ICA Committee on Consumer
Co-operation for Asia and the Pacific;

b)	the annual contribution by each member organization. 

9.2	The members' half travelling cost by excursion/economy class to
attend the meeting every year shall be paid from the annual project fund of
ICA Committee on Consumer Co-operation for Asia and the Pacific.  And
board and lodging of the members shall also be borne by the CCD Project
for the period of the meeting.  The observers shall attend the meetings on
self-financing basis.  

9.3	The expenditure for issuing News Letters and for other works of the
Sub-Committee shall be met from the annual contribution of member
organizations.  The annual contribution by each member organization shall
be US$ 50/- per annum or as may be determined by the Sub-Committee
from time to time.  It is expected that member organizations who can afford
to contribute more, will do so. 

9.4	The financial year of the Sub-Committee shall be one calendar year. 

Article 10: Amendment
----------------------------
10.1	Any amendment to the Constitution of the Sub-Committee shall be
discussed, determined and reported to the ICA Committee on Consumer
Co-operation for Asia and the Pacific.
