Constitution of the ICA Regional Women's
Committee for Asia and the Pacific

Preamble
-----------
The Committee is a Committee of the ICA Regional Assembly for Asia and
the Pacific. The Committee shall work in accordance with t he aims and
objectives of the ICA and the general policy of the ICA Regional Assembly
for Asia and the Pacific.

Article 1: Name
-------------------
The name of the Committee shall be "ICA Regional Women's Committee
for Asia and the Pacific", (ICA RWC for Asia & Pacific). It will be 
referred to as `the Committee'.

Article 2: Definitions
-------------------------
The word `Region' will be used to refer to Asia and the Pacific, 
i.e. the area covered by the ICA Regional Office for Asia and the Pacific.

Article 3 : Overall Aim
---------------------------
The overall aim of the Committee is to promote and encourage women in
every aspect of co-operative activity and co-operative development. The
Committee shall give special attention to promoting women's participation
in decision making and management at all levels. It should also ensure
Gender Awareness and Gender Integration in co-operatives within region.

Article 4 : Functions
------------------------
The functions of the Committee shall be as follows:

4.1	To establish contacts among women leaders of co-operatives and
create a forum for exchange of ideas and experiences in the region.

4.2	To promote understanding among co-operation leaders on the needs
and interests of women in all aspects of co-operative activities.

4.3	To represent women in co-operatives at the ICA Regional Assembly
and ICA Regional Executive Committee Meeting.

4.4	To identify areas for training, education, research and technical
assistance required for national and regional projects and programmes for
women in co-operatives.

4.5	To advise ICA ROAP and Member organisations to organise and
implement activities which promote advancement of women in co-
operatives.

4.6	To liaise and collaborate with other regional and international
organisations concerned with women and gender issues in co-operatives.

Article 5 : Membership
---------------------------
5.1	Each member organisation of ICA would be entitled to nominate one
person to the Committee.

5.2	The Committee may decide to admit non-member of ICA to be a
member of the Committee on merit basis.

5.3	The members shall serve on the Committee from one ICA Regional
Assembly to the next ICA Regional Assembly. The term of office shall be
two years.

Article 6 : Meetings 
------------------------
6.1	The meetings of the Committee shall be held at least once every two
years in conjunction with the ICA Regional Assembly and special meetings
can be called upon as desired by members. The meeting shall be convened
by the Secretary who shall also furnish to the Committee a report on
activities.

6.2	The meetings of the Committee shall be conducted in English.
Participants requiring interpretation in any other language may be
accompanied by personal interpreters at their own cost.

6.3	Each member attending the meeting shall have one vote.

6.4	Representatives of institutions and organisations engaged in women
and gender issues in co-operatives may be invited to attend meetings of the
Committee as observers. The observers shall not have any voting rights.

6.5	The Committee shall have the powers to frame its own rules,
procedures and conduct of its affairs.

6.6	The quorum for a meeting of the Committee shall consists of five
members.

Article 7 : Officers
----------------------
7.1	The Committee shall elect a Chairperson and two Vice-chairpersons.
Their terms of office shall be from one ICA Regional Assembly to the next
ICA Regional Assembly. Retiring officers shall be eligible for re-election.

7.2	The Technical Officer in charge of Gender Programme at the ICA
Regional office for Asia and the Pacific functions as the Secretary of the
Committee. An Assistant Secretary may be appointed by the elected officers
as and when necessary.

7.3	in the event of the Chairperson not being present at the meeting, any
one of the Vice Chairpersons shall conduct the concerned meeting.

7.4	The officers of the Committee shall carry out and implement the
overall aim and the decisions of the Committee meeting.

Article 8 : Relationship with Member Organisations
-------------------------------------------------------------
8.1	Each member of the Committee will act as the Liaison officer in their
respective country's co-operative movement on all matters relating to
women and gender issues.

8.2	The members will keep the Committee informed of all significant
developments of women and gender activities in co-operatives in their
respective countries.

Article 9 : Report to ICA Regional Assembly
-----------------------------------------------------
The Committee shall submit a report of its activities to the ICA Regional
Assembly.

Article 10 : Relationship with ICA Global Women's Committee
---------------------------------------------------------------------------
10.1	As per the Constitution of ICA GWC, the Chairperson of the
Committee shall be a member of the Executive Committee of the ICA
Global Women's Committee.

10.2	The Committee shall submit a report of its activities to the ICA
Global Women's Committee at its Meeting.

Article 11 : Finance
-----------------------
11.1	The work and meetings of the Committee shall be on a self
financing basis.

11.2	The financial year for the Committee shall be one calendar year.

11.3	The membership subscription for the Committee shall be determined
by the Committee.

Article 12 : Amendments
------------------------------
Any amendments to the Constitution of the Committee shall be a decision of
two-thirds of all the members attending the Meeting. Amendments thus
adopted shall come into force after they are approved by the ICA Regional
Assembly.

Article 13 : Dissolution
----------------------------
The Committee may be dissolved by the decision of three-quarters' majority
of those members attending the meeting.
